His Excellency Dr. Alireza Delkhosh, Ambassador of the Islamic Republic of Iran to Sri Lanka, has authored an article titled “When Diplomacy Fails, Civilians Die,” examining the continuing conflicts and crises from Gaza to Minab and highlighting the limitations of existing international legal mechanisms in protecting civilian lives. In the article, Ambassador Delkhosh argues that as ongoing wars and conflicts expose the shortcomings of international mechanisms for protecting civilians, humanitarian diplomacy remains the fragile last line of defence between civilian populations and the machinery of war.
